Basil "Nick" Harris, PM-ISE Chief of Staff
Bio

Mr. Harris is a member of the Senior National Intelligence Service currently serving as the Chief of Staff, Office of the Program Manager, Information Sharing Environment (PM-ISE). The Program Manager has government-wide authority to plan, oversee the build-out, and manage use of the ISE to implement the President’s terrorism-related information sharing priorities. The office was established by the Intelligence Reform and Terrorism Prevention Act of 2004 with Mr. Harris serving in a PM-ISE leadership role since October 2005.

Mr. Harris graduated in 1979 from the U.S. Naval Academy with a Bachelor of Science degree, with emphasis in mathematics.  After graduation he was commissioned as an Ensign in the U.S. Navy and served the majority of his naval career as a Navy Cryptologist and Information Warfare specialist. He is a Joint Duty Officer graduate of the U.S. Army’s Command and General Staff Officer College.  Mr. Harris retired from the Navy in 2003.

In his last military assignment, then Captain Harris served at the National Security Agency (NSA) as the Chief, Operations Readiness and Assessments Office where his responsibilities included leading the National Cyber Red Team, Interagency Operations Security Support Staff, and Information Security Vulnerability Assessments Division. He has served in many operational military and staff tours around the world, highlighted by his assignment as Chief of the Joint Staff’s Information Assurance Division (J6K) and Deputy Information Warfare Commander with Commander, Cruiser Destroyer Group-12.

His first year of civilian government service was as Special Assistant to NSA’s Director of the Information Assurance Directorate (IAD) assisting with standing up several new organizations as part of a major NSA reorganization.  He then led the IAD Leadership Support Staff  that was responsible for direct support to the IAD Director.
