Donna Roy is the Executive Director of DHS's Information Sharing Environment Office and the Program Director for DHS's Homeland Security Information Network and the National Information Exchange Model.
Ms. Roy is a national leader in information sharing and access, specializing in cultivating innovation across complex organizations and leading communities of action. Ms. Roy joined the DHS in December of 2006 and current serves as the CIO’s Executive for Information Sharing, leading the technical deployment of an Information Sharing Environment (ISE) for the homeland security enterprise. Under her leadership are the award-winning program management offices for the Homeland Security Information Network (HSIN), the National Information Exchange Model (NIEM) and the Identity Credential and Access Management (ICAM).
As the CIO’s executive for information sharing, she is focused on removing technology barriers associated with the delivery of the information sharing environment by building trusted and interoperable systems at the enterprise, and ensuring alignment other systems to the Homeland Security Enterprise information interoperability architectures.
She drives DHS technical policy development and coordination with the White House National Security Staff and the Program Manager for the Information Sharing Environment.
Recognition and Awards: In 2008, Donna received the DHS Secretary’s award for Leadership Excellence for exemplary dedication and leadership in advancing the data management practices in order to institutionalize information sharing. She has been selected for 2009’s Federal Computer Week’s Federal 100 award recipient for advancing data management and information sharing. The NIEM program, under her leadership, has been the recipient of the ACT-IAC Intergovernmental Solutions Award for 2009. Ms Roy was the recipient of the Federal CIO Councils Leadership Excellence Award for 2010. She was selected again in 2012 for Federal Computer Week’s Federal 100 award for leadership in information sharing. The HSIN program was selected in 2013 by Government Computer News for an IT Achievement award.
